Manchester City: Found guilty of financial rule breaches with severe sanctions looming
Manchester City have been found guilty of 114 of 115 financial rule breaches and now face potentially severe sanctions from the Premier League.

commission, with initial reports stating that 114 of the 115 charges
have been upheld.
The charges against Manchester City
The core of the case concerns the financial information Manchester City provided to the Premier League for the seasons from
2009-10
to 2017-18
. The regulations required clubs to present a complete and accurate picture of their financial position, including sponsorship revenue, transactions with related parties and operating expenses.Some of the charges also concerned the remuneration of players and managers, as well as compliance with the financial regulations of the Premier League and
UEFA
. At the same time, City were accused of failing to fully cooperate with the investigation and of not providing all the information requested.The Premier League investigation began in
2018
, while the charges were officially announced in 2023
. The club had also previously faced UEFA action over breaches of financial regulations, as in 2020 it was temporarily banned from European competitions, with that sanction later overturned by the Court of Arbitration for Sport.
Under threat of sanctions
Manchester City now face a wide range of possible punishments. Premier League regulations allow for the imposition of a fine, a points deduction, suspension from competition or, in the most severe case,
even the expulsion of a club from the competition
.Relegation is therefore one of the most serious possibilities, either through a major points deduction or through direct expulsion from the Premier League. The scale of the case and the number of breaches have no real precedent in English football, making it impossible to safely estimate the severity of the punishment.
The Premier League has imposed points deductions for breaches of financial regulations in other cases, but the Manchester City case involves a far greater number of charges and different forms of rule-breaking.
The appeal and the next steps
Manchester City are expected to challenge the independent commission’s decision. Under the regulations governing the process, an appeal must be filed within
14 days of the announcement of the decision
. If the guilty verdict remains in place after the appeal, the sanctions will then be finalised.The significance of the case is also linked to the period under examination. From the 2009-10 season through to 2022-23, Manchester City won
seven Premier League titles, one Champions League, three FA Cups and six League Cups
